Washington, D.C. — Today, the Home is Here campaign welcomed the re-introduction of the American Dream and Promise Act of 2025 in the House of Representatives. This legislation would create a pathway to citizenship for certain DACA recipients, immigrant youth, and some individuals with Temporary Protected Status (TPS) or Deferred Enforced Departure (DED), potentially protecting over five million people across the country.
For years, undocumented immigrants have fiercely led a movement to advocate and push lawmakers for a pathway to citizenship that they deserve. Amidst the escalating and intensifying attacks on the immigrant community, including relentless efforts from anti-immigrant politicians and allies of the Trump Administration to end the DACA program, this bill puts forward an affirmative policy solution, giving policymakers and advocates something to fight for and something that the overwhelming majority of Americans strongly support. The Dream & Promise Act would provide long overdue relief to millions of undocumented people who consider this country home, ensure that mixed-status families can stay together, and allow Members of Congress an opportunity to advance genuine solutions that set themselves apart from the rising vitriol and anti-immigrant agenda.
Luba Cortés, Civil Rights and Immigration Lead Organizer at Make the Road New York, said:
“Despite the relentless attacks on our immigrant communities, our people continue to stand up and fight for a path to citizenship that will allow them to stay together with their loved ones and thrive in this country. This bill represents protecting and changing the lives of DACA and TPS holders, immigrants, and their families who call this country home. This is the moment where Democrats must demonstrate their boldness, and use every ounce of their power to pass this bill. We urge the House to pass this critical legislation, ensure that the lives of our people are not played as political pawns, and make sure that we reject any discriminatory provisions that fuel further criminalization of our communities.”
Greisa Martinez Rosas, Executive Director of United We Dream, said:
“The Dream & Promise Act is common-sense policy that honors the fact that all our communities need and deserve protection and stability. With attacks against immigrants escalating every day, including ongoing efforts by Texas and other Republican-led states to fully dismantle the DACA program, Members of Congress have a choice at this moment: stand by while millions of our neighbors, coworkers, and loved ones are kidnapped from their homes through raids and deportations, or throw down and fight for all Americans. The Dream & Promise Act has overwhelming public support by everyday communities who desperately want to see their elected leaders throw their political will and might behind genuine immigration solutions, not violent anti-immigrant gamesmanship and policies that turbocharge mass detention while gutting funding for education, healthcare, and food programs. This moment demands more than words—it demands action, courage, and an unshakable commitment to justice. I have said it before and will say it again: Members of Congress need to learn to throw punch; to not just reject the attacks against our communities through words but to be a true oppositional force that stops at nothing to protect immigrants who have built their lives and homes here, raised families, and strengthened all of our communities.”
Vanessa Cárdenas, Executive Director at America’s Voice, said:
“Standing up for the opportunities and futures of young immigrants, TPS holders, farmworkers, and families is essential and a rare point of consensus on immigration among the American majority. The ‘Dream and Promise Act’ is an important step forward that not only would offer stability and a pathway to legal status for many of these deeply rooted immigrants to fully participate in this nation, but also offer critical protections at a moment the Trump Administration is seeking to enact an indiscriminate mass purge of immigrants, including those eligible for the legal pathways created in this legislation.
This bill is not just of vital importance to the immigrants whose futures would be immeasurably strengthened by its passage, but also to the families, communities and industries who rely on them and are calling for immigration solutions rather than chaos, cruelty and mass deportations.”
Kica Matos, Executive Director of the National Immigration Law Center (NILC), said:
“At a time of deep political division, the bipartisan Dream and Promise Act is a rare example of a solutions-focused bill that also has the support of a majority of Americans. Amid the avalanche of anti-immigrant actions by the current administration and threats to immigrant youth and TPS holders, we welcome House members working across party lines to put forth this commonsense legislation. We urge Congress to stop playing politics with people’s lives and instead act on the will of the American people to get the Dream and Promise Act across the finish line.”
Iliana Perez, Executive Director of Immigrants Rising, said:
“The Dream and Promise Act is a moral imperative and an economic necessity. Moreover, this bill is a powerful assertion of our shared humanity. With more than 5 million DACA recipients, DACA-eligible youth, TPS recipients, and DED recipients contributing billions of dollars to our economy, the Dream and Promise Act is an investment in our nation’s future and a commitment to prosperity for all. The numbers aside, this is about upholding the dignity and respect of those who have made the U.S. their home for decades: the students, entrepreneurs, and workers who already make our communities more vibrant. We call on Congress to pass the Dream and Promise Act, not just for the economy, but for every family to have a fair and stable future.”
Leo Murrieta, Executive Director of Make the Road Nevada, said:
“The reintroduction of the Dream & Promise Act is a critical step forward in the fight for justice, dignity, and permanent protections for millions of undocumented immigrants who call this country home. For years, immigrant youth, TPS holders, and DED recipients have led the charge, demanding action from Congress while enduring relentless attacks from anti-immigrant extremists seeking to dismantle programs like DACA and criminalize our communities.
“This bill isn’t just a policy proposal—it’s a lifeline. It’s a chance for lawmakers to stand on the right side of history, to push back against the cruelty of mass deportations, and to ensure that families remain together. The overwhelming majority of Americans support real immigration solutions, not fear-mongering and political stunts designed to divide us.
“Congress has a choice: either continue to stand idly by while communities are torn apart, or fight with everything they’ve got to protect immigrants who contribute every day to the fabric of this nation. Words are not enough—now is the time for action, courage, and an unwavering commitment to justice.”
Barbara Lopez, Executive Director of Make The Road Connecticut, said:
“Today’s reintroduction of the Dream and Promise Act marks a pivotal moment for justice, providing much-needed protections for millions of immigrant youth, TPS holders, and DACA recipients who have long called this country home and contributed immensely to our economy. For far too long, immigrant families have lived in uncertainty, fearing deportation and displacement—especially now, as our country remains deeply divided. This bill represents hope, stability, and the opportunity to live without fear.
Our communities’ strength and resilience fuel our determination—we will not back down because giving up is not an option and this fight is far from over. At Make the Road Connecticut, we stand with our communities in demanding permanent protections and a pathway to citizenship. Immigrants are integral to the fabric of our society, and they deserve to be treated with dignity and respect, with the freedom to thrive and live without fear of separation from their loved ones.
We demand action—not just from the House, but from Democrats in Congress. Now is the time for real leadership. Our communities need more than promises; they need action to ensure immigrant youth and families are protected once and for all.”
