Washington, D.C. – Representative Sylvia Garcia (TX-29) announced today that she has introduced a discharge petition to force a vote on the Dream & Promise Act. The Dream & Promise Act would deliver citizenship for close to five million immigrant youth, DACA recipients, TPS holders and those with DED. A recent July 2026 Gallup poll showed strong public support for citizenship, including overwhelming consensus that citizenship pathways are more popular than enforcement measures. To force the Dream & Promise Act for a vote in the chamber, the discharge petition requires 218 signatures from Members in the House.

“The threats to DACA are stacking up—one by one—creating a cascading crisis that is putting the entire program, and the futures of hundreds of thousands of DACA recipients at risk. Whether it is the spike in unlawful detentions and deportations of DACA recipients and immigrant youth, the extreme renewal delays that are pushing people out of status and out of work altogether, or the violent uptick in deadly enforcement across the country, Congress cannot sit on the sidelines and do nothing.
Representative Garcia’s discharge petition on the Dream & Promise Act is the opportunity for Congress to take swift and decisive action to deliver genuine solutions. The overwhelming majority of the American people already support a pathway to citizenship for DACA recipients and immigrant youth, and the Dream & Promise Act is the solution on the table to get it done. As the House prepares to go on recess in just a few days, this moment is a reminder that our communities have never had the luxury of getting to wait until issues are convenient to take action. Neither should Congress. We urge every Representative in the House to sign onto this discharge petition today.”
